Analisis Kebijakan Penertiban dan Pengelolaan Sampah Berbasis 3R di Kota Sungai Penuh

Waste is something that is always present in daily life. Everyone active will definitely produce waste, and the same thing happens in Sungai Penuh City has implemented policies for regulating and managing environmental cleanliness in accordance with Regional Regulation (Perda) Number 7 of 2017, based on Law Number 18 of 2008 on waste management with the principles of Reuse, Reduce, and Recycle (3R), to address waste problems. However, waste management has not yet been optimal due to the densely populated nature of Sungai Penuh. This research aims to analyze the internal and external factors influencing the implementation of these policies using SWOT Analysis, through qualitative methods including surveys and interviews. The results indicate the presence of both internal and external factors affecting the implementation of waste regulation and management policies in Sungai Penuh. Among the supporting factors for policy implementation are the existence of Perda Number 7 of 2017 on waste management, the presence of Reuse, Reduce, Recycle Waste Disposal Sites (TPS3R), and the understanding and participation of the community. However, there are also internal factors that hinder, such as the lack of public awareness to sort waste according to its type and the shortage of facilities and infrastructure for waste separation at the household level. External supporting factors include support from the central government and levies from the private sector. On the other hand, external hindrances include the impact of climate change, population growth, and global developments that alter community lifestyles, all contributing to the increase in waste volume and management burden in Sungai Penuh.
