Abstract

This study discusses the Implementation of the provision of parking facilities by the Sungai Penuh City Transportation Agency, with the formulation of the problem of how to implement regional regulation number 2 of 2016 concerning Amendments to the Regional Regulation of Sungai Penuh City Number 13 of 2010 concerning Retribution on the Side of Public Roads. This research was conducted in Sungai Penuh City, especially at the Transportation Agency Office and the Parking Areas Around Sungai Penuh Market. The type of research used is empirical juridical. The research approach used is the statutory approach. Data collection was carried out by observation, interviews, and observing the objects studied, and processing data obtained from the research location. The results of this study are an analysis of the implementation of parking by the Sungai Penuh City Transportation Agency, in general can be said to be running well. This can be seen from the communication carried out by the transportation agency in providing services to the community, regarding parking policies can be said to be good. However, there are still obstacles, such as the lack of public awareness in obeying traffic laws, causing the level of illegal parking violations to still be in the high category. Dishub in providing parking services can be said to be quite good by conducting socialization and training activities for parking attendants, but it still has not obtained maximum results. The policy of the Sungai Penuh City Government is by the Regional Regulation of Sungai Penuh City Number 2 of 2016, which is an amendment to Regional Regulation Number 13 of 2010, regulating Parking Retribution on the Side of Public Roads. However, the phenomenon that occurs in the parking area is that we often find illegal parking attendants operating, and they are not necessarily useful. Therefore, the government must strive for more implementation to control, utilize, and use parking facilities.
